- Public Office (Accountability) Bill: Andy Slaughter has tabled NC5 at report stage in the Commons, introducing a new clause titled "Review of the merits of establishing a national oversight mechanism for ensuring candour and transparency of public authorities in respect of inquests and inquiries". The bill already imposes a statutory duty of candour on public authorities; this amendment would require a further review of a dedicated oversight body. Mr David Lammy has tabled NC8 on the same bill, introducing a clause on "Information contained in public records".
- Representation of the People Bill: Zoë Franklin has tabled two new clauses at report stage — NC5 on "Electoral Commission: pre-investigation decision notices" and NC6 on "Hostility towards relatives and staff of candidates etc." The latter appears to extend the bill's existing aggravated offence provisions, currently limited to holders of elective office, to family members and campaign staff. Cat Eccles has tabled NC32, titled "Parliamentary elections: Requirement to obtain an enhanced disclosure and barring service check", introducing what would be a statutory vetting requirement for candidates standing for Parliament.
- Civil Aviation (Consumer Protection and Regulatory Reform) Bill [HL]: Lord Holmes of Richmond has tabled three new clauses after Clause 3 at committee stage in the Lords. Amendment 47 would introduce "Equalities monitoring of consumer outcomes"; amendment 58 concerns "Assistance dog protocols and relief facilities"; amendment 59 would establish a "Standing advisory group for visually impaired passengers". All three would impose new duties on the Civil Aviation Authority in relation to access and disability protections.
- Financial Services and Markets Bill [HL]: Baroness Noakes has tabled a new clause after Clause 19 at committee stage, concerning "FCA and PRA secondary competitiveness and growth objectives". The bill already includes a secondary growth objective for the regulators; this amendment appears to broaden or reframe that provision. Baroness Neville-Rolfe has tabled two further new clauses: one requiring an "FCA operational readiness report" (after Clause 47) and one mandating a "Review of tokenisation in UK wholesale financial markets" (after Clause 46).
- Armed Forces Bill: Three new clauses tabled at report stage have already been voted down. Mike Martin's NC3, which would have imposed a "Duty to provide medical records on discharge", was debated and rejected. Ian Roome's NC13 on "Single living accommodation standards" and NC14 on "National Standards, Funding and Monitoring of the Armed Forces Covenant Duty" were both debated; NC13 went to a vote and was rejected, NC14 was not put.
- Cyber Security and Resilience (Network and Information Systems) Bill: Dr Ben Spencer tabled two new clauses at report stage, both subsequently rejected after division: NC5 imposing a "Duty on Secretary of State to report on the meeting of existing recommendations and implementation deadlines" and NC7 on "Impact of reporting requirements on relevant bodies". Matt Western's NC1, which would have added "Food supply chain to be regulated as an essential service", was debated but not put to a vote.
Watch for division lists on the Armed Forces and Cyber Security votes, which will publish later today or tomorrow morning depending on the Votes Office schedule.
